SFUSD’s Fiscal Year 2024-25 Audit Report

Overall, the audit report was more positive than previous, but to be clear the District historically has not responded timely on this process so we’re pleased to see that they have made progress. There are still issues with payroll record-keeping, and Deputy Superintendent Chris Mount-Benites shared that they are working on the internal structures to address.
President Kim asked about having a financial dashboard to show progress towards the audit findings (like the one that was in place prior), and Dr. Su said the district can provide one.
Discussion of Guardrail 1: Decision-making (Community Engagement)

Head of Communications and Governance Hong Mei Pang outlined the district’s approach to community engagement, emphasizing the need to move beyond “101-level” information and provide more substantive, “201-level” content in community spaces. She also noted continued calls from principals and PTAs for greater flexibility in restricted funding, which she said should inform this year’s updated supplemental hiring guide.
Commissioner Lisa Weissman-Ward pressed the district to move beyond surface metrics like attendance and surveys, asking how the district will actually measure whether engagement is working. No clear answer was provided, and Commissioner Fisher later reinforced the concern about the gap between activity and impact.
Weissman-Ward emphasized that trust comes from showing how community input shapes real decisions, not just that engagement occurred. Dr. Su affirmed this framing, signaling alignment with the need for engagement that produces real outcomes.
There was also a clear sense of déjà vu, with the Board and District returning to a familiar, circular conversation about what meaningful engagement actually means. Stronger alignment and clearer expectations from both the Board of Education and the District team would help prevent this from remaining an unresolved, recurring issue.
Discussion of Guardrail 5: Strategic partnerships

The District highlighted its finalized partnership with San Francisco State University (SFSU) and City College of San Francisco (CCSF), announced in October 2025, which guarantees admission for eligible SFUSD high school seniors. The District reported this work as “On Track” for Interim Guardrails 5.1 and 5.2.
Commissioners recognized this as a positive step, but key accountability questions were raised. Commissioner Lisa Weissman-Ward emphasized that guaranteed admission alone does not change outcomes if students are not academically prepared, pressing the district on how it is ensuring college readiness. President Kim also called for longer-term data, including tracking graduation rates, persistence, and postsecondary success for students leaving SFUSD.

This item addressed whether and how the district can redact information in supporting documents attached to Board agendas, particularly in executive hiring processes. Historically, the Board has received detailed candidate information in advance of votes, but under Dr. Su’s leadership, this information has increasingly been redacted until the point of decision.
Commissioner Ray raised concerns about the policy language, arguing that it should be more specific and clearly define when redaction is permitted, rather than relying on broad, open-ended language. In contrast, Commissioners Lisa Weissman-Ward and Huling supported giving Dr. Su greater discretion in executive hiring, emphasizing that protecting candidate confidentiality until late in the process can strengthen SFUSD’s ability to attract high-quality talent.
The vote reflected these tensions and was one of the more contested in recent memory, passing narrowly 4–3, with Commissioners Ray, Alexander, and Gupta voting no.
