The night was largely focused on two issues: a state-required review by the Fiscal Crisis and Management Assistance Team (FCMAT), and updates on the new TK-8 Mandarin Immersion School.
Item H.1 Fiscal Crisis & Management Assistance Team (FCMAT) “Fiscal Health Risk Analysis (FHRA)” of SFUSD, 8/13/2026 (report link here)
The FCMAT review was prompted by concerns raised by the California Department of Education last March. FCMAT staff emphasized that these reviews are designed to identify potential risks and areas for improvement.
As we noted in our Cheat Sheet, the assessment was based largely on financial information from March 2026, and SFUSD has made changes since then. Commissioners’ questions largely recognized that context.
FCMAT’s key concerns included:
- Poor position control and budgeting practices
- Limited involvement of department heads in budget development
- Using one-time funds for ongoing expenses
- Deficit spending and long-term financial planning
- Significant leadership turnover
Deputy Superintendent Chris Mount-Benites highlighted recent improvements, including moving up the district’s budget timeline and holding a budgeting bootcamp for principals.
Commissioners also asked about fraud controls, SFUSD’s fiscal risk designation, and appropriate reserve levels. Mount-Benites pointed to the district’s recent bond issuance as evidence of its improving financial position. On reserves, he noted that state requirements and recommendations can point districts in different directions. Commissioner Alexander again raised concerns about holding reserves beyond what is required rather than investing those dollars in schools.
Item H.2 Major Decision Update: TK-8 Mandarin Immersion School (link here)
Dr. Su and district staff provided several key updates:
- The school will open at a temporary site in 2027-28 with one TK and three Kindergarten classrooms.
- The temporary site will be announced this September, ahead of the enrollment fair.
- The permanent site is expected to be announced in December or January.
- The temporary site will be near the eventual permanent site to avoid a major geographic transition for families.
- District staff said the project is not delayed and reiterated their commitment to the existing timeline.
- If demand ultimately exceeds the capacity of the permanent site, SFUSD will consider additional options.
President Kim and Vice President Huling noted that previous timelines had indicated the temporary site would be announced at this meeting, making the concerns raised during public comment understandable. Huling asked whether the Board should expect an imminent briefing and site tours if the district is still planning a September announcement. Staff reiterated that the announcement will happen this month.
Commissioner Ray also asked why the new Mandarin Immersion school could not be located more centrally and be more accessible citywide. Staff said accessibility is one consideration, but the district also has to consider available school sites and the time required to modify facilities.
Because the Mandarin Immersion school is not scheduled for the next Board meeting, staff said families should expect the temporary-site announcement through the district’s website and email later this month.
