SF PARENT’S SUMMARY:
The Board of Education is being asked to approve a resolution authorizing the Superintendent to keep schools open and students in class if teachers strike.

Item C.1 Emergency Strike Resolution (link)
This resolution does not determine the outcome of negotiations nor express a preference for a strike. It is a contingency measure that districts are legally required to adopt to protect student safety and continuity of services. SF Parents’ is still strongly advocating for the District and union to come to agreement.
What does the resolution allow the Superintendent to do:
- Keep schools open by modifying specific educational programs or courses and, to the extent possible, provide supervision and instruction to students. This would be achieved by:
- Hiring emergency substitutes and contractors if necessary. Contracts may include the performance of supplemental assignments, extracurricular activities, security, transportation, food, telephone, or other services necessary
- Assigning additional duties to management, supervisory, and confidential employees temporarily.
- Using volunteers at any school facility under the direction of a credentialed employee
- Suspending all vacations and professional leaves of absence
- Close schools if student safety cannot be guaranteed.
Under California labor law, employees who participate in a concerted refusal to work are subject to the following conditions:
- Immediately return any District property including but not limited to keys, equipment, instructional materials, grade books, attendance records, posting charts, and pupil scholastic data
- Not be able to use sick leave or other authorized leave unless verification of absences is provided (for example, a physician’s certification would be required for use of sick leave during the strike)
- Not be paid unless the employee performed all of their prescribed duties
- Not be able to make up days.
In addition:
- Students shall not be directly involved in discussions about the negotiations process during instructional time in the classroom. No employee or visitor at any school site shall discuss the progress of negotiations
- Any employee who violates this Resolution is subject to disciplinary action
- The District will establish a general information center to provide relevant information in the event of a strike.

AN INCREASED, DEMONSTRATED FOCUS ON STUDENTS:
We want to see the district’s clear plan and commitment to a baseline of excellence and equity across every SFUSD school. Without clarity, analysis, and follow-through on how decisions impact student outcomes, it’s impossible to know if SFUSD is truly prioritizing what matters most—student learning and success. Through our Kids Can’t Wait campaign, families continue to call for urgent improvements in literacy and math outcomes for SFUSD.
GREATER TRANSPARENCY AND COMMUNITY ACCESSIBILITY:
Families deserve open, honest communication about how decisions are made and how funds are spent. SFUSD must provide clear data and impact analysis for all major initiatives, including how they support student achievement. The Board should not approve budgets or plans without confidence in their accuracy or their impact on teaching and learning.
REAL ACCOUNTABILITY AND STRONG GOVERNANCE:
SFUSD must move beyond promises to consistent, measurable action. Strong governance from the Board of Education is essential to restoring trust and delivering results for students. Commissioners must remain focused on student outcomes, fiscal responsibility, and transparency, and hold district leadership accountable for following through on commitments and delivering measurable progress.
